One tiny screw out of place can threaten the safety of workers, and employers must train them in the proper assembling, erecting, moving, operating, and dismantling of the scaffolds. Competent people for scaffolding are those, according to the Occupational Safety and Health Administration, “who is capable of identifying existing and predictable hazards in the surroundings or working conditions, which are unsanitary, hazardous to employees, and who has authorization to take prompt corrective measures to eliminate them.”
